A recognized expert on healthcare issues, Steven Irizarry has a proven record both on and off Capitol Hill for his ability to affect a public policy debate and shepherd legislation through Congress. In describing Steve’s expertise and influence in helping shape federal healthcare policy, The Regulation, Policy & Market Access (RPM) Report stated that his “departure, in fact, from the Senate staff is the type of individual personnel change in Washington that can slow an important policy debate. His departure from the Hill took one of the few top staffers who deeply understood the issues out of the direct process of developing legislation.” As a partner with Roberti Global, Steve now puts that healthcare acumen to work for his clients, helping them navigate successfully through the always changing legislative, regulatory, and political environment.
Steven has hands-on experience developing policy and passing federal healthcare legislation. From 2001 to 2005, Steve served as Health Counsel on the Senate HELP Committee, where he was the top adviser on FDA issues to Chairman Judd Gregg (R-NH). During his tenure, Steve was instrumental in writing into law almost two dozen healthcare bills, including legislation that reauthorized the prescription drug user fee program, created the landmark medical device and animal drug user fee programs, strengthened our nation’s bio-defense preparedness, and reformed the Hatch-Waxman Act. Steve also covered Medicare, Medicaid, and health insurance issues for Sen. Chuck Hagel (R-NE), where he helped design an innovative outpatient prescription drug discount card for Medicare beneficiaries that became part of the Medicare Modernization Act of 2003.
Prior to joining Roberti Global, Steve was a Senior Vice President with the Capitol Hill Consulting Group and ML Strategies. Throughout his career, Steve has delivered winning outcomes for a diverse group of health care clients, including Fortune 500 pharmaceutical and biotech companies, device manufacturers, university healthcare systems, providers, and trade associations. A trusted advisor among clients and legislators alike, Steve is a frequent commentator, panelist, and keynote speaker at forums to discuss federal health care issues and legislation, including Fox Business News and the National Press Club.
